Wireless Efficiency Versus Net Neutrality

Symposium: Rough Consensus and Running Code: Integrating Engineering Principles into Internet Policy Debates, held at the University of Pennsylvania\u27s Center for Technology Innovation and Competition on May 6-7, 2010. This Article first addresses congestion and congestion control in the Internet. It shows how congestion control has always depended upon altruistic behavior by end users. Equipment failures, malicious acts, or abandonment of altruistic behavior can lead to severe congestion within the Internet. Consumers benefit when network operators are able to control such congestion. One tool for controlling such congestion is giving higher priority to some applications, such as telephone calls, and giving lower priority or blocking other applications, such as file sharing. The Article then turns to wireless networks and shows that in addition to congestion issues, priority routing in wireless can make available capacity that would otherwise go unused. Wireless systems that are aware of the application being carried in each packet can deliver more value to consumers than can dumb networks that treat all packets identically. Handsets are both complements to and substitutes for the network infrastructure of wireless networks and any analysis of handset bundling should consider this complementarity. Next, the Article reviews analogous issues in electrical power and satellite communications and shows how various forms of priority are used to increase the total value delivered to consumers by these systems. Finally, the Article observes that regulations that prohibit priority routing of packets and flows on the Internet will create incentives to operate multiple networks

Spread Spectrum Is Good—But It Doesn’t Obsolete NBC v. US!

This short note addresses a popular misconception—that new technologies such as spread spectrum have eliminated the problem of radio interference. That is false. Spread spectrum is a great technology, but it does not eliminate the problem of interference. Similarly, although some have asserted otherwise, signals below the noise floor can create interference. We first show that a number of authors have embraced these misconceptions in works addressing public policy. Briefly, a basic argument of these papers is: (1) spread spectrum eliminates the problem of interference; (2) the Supreme Court’s decision in NBC v. US upholding the Communications Act of 1934 depended critically on the perception that radio interference is unavoidable; (3) given (1) the Court’s decision was wrong and must be revisited. We then provide a nonrigorous (no equations!) explanation of the nature of interference created by spread spectrum signals or by signals below the noise floor. We also offer a few pointers to the technical literature for those who wish to understand these issues in more depth

Since January 1, 2015, Illinois has been frozen in a governmental and political gridlock that has dominated the state’s political discourse, consumed the energies of all involved, and created chaos in governmental and non-profit agencies that normally deliver state services. It has also created untold hardship and suffering among those who are most dependent on state services. The conflict has especially threatened to drastically reduce the quality and missions of the institutions of public higher education in Illinois, a state system that was widely recognized as one of the best in the nation and the world

Landscape-Scale Patterns of Fire and Drought on the High Plains, USA

We examine 31 years (1982-2012) of temperature, precipitation and natural wildfire occurrence data for Federal and Tribal lands to determine landscape-scale patterns of drought and fire on the southern and central High Plains of the western United States. The High Plains states of Colorado, Kansas, Nebraska, New Mexico, Oklahoma, South Dakota, Texas and Wyoming have been in the midst of ongoing extreme drought, experiencing below normal precipitation and above normal temperatures for the past several years. Climate change is predicted to have multiple effects on fire regimes. Longer periods of drought conditions, coupled with hot, dry and windy weather, provide the conditions for wildfire (Ford et al., 2012), and megafires, or large-scale fires that significantly exceed those of recent decades are now occurring in grassland, shrubland and desert ecosystems (Chambers and Pellant, 2008). Our objective is to relate the frequency and size of wildfires to precipitation, temperature and latitudinal gradients to increase understanding of wildfire and drought interactions on the Great Plains in a changing climate

A Spitzer IRAC Census of the Asymptotic Giant Branch Populations in Local Group Dwarfs. II. IC 1613

We present Spitzer Space Telescope IRAC photometry of the Local Group dwarf irregular galaxy IC 1613. We compare our 3.6, 4.5, 5.8, and 8.0 micron photometry with broadband optical photometry and find that the optical data do not detect 43% and misidentify an additional 11% of the total AGB population, likely because of extinction caused by circumstellar material. Further, we find that a narrowband optical carbon star study of IC 1613 detects 50% of the total AGB population and only considers 18% of this population in calculating the carbon to M-type AGB ratio. We derive an integrated mass-loss rate from the AGB stars of 0.2-1.0 x 10^(-3) solar masses per year and find that the distribution of bolometric luminosities and mass-loss rates are consistent with those for other nearby metal-poor galaxies. Both the optical completeness fractions and mass-loss rates in IC 1613 are very similar to those in the Local Group dwarf irregular, WLM, which is expected given their similar characteristics and evolutionary histories.Comment: Accepted by ApJ, 26 pages, 10 figures, version with high-resolution figures available at: http://webusers.astro.umn.edu/~djackson
